Responsibilities

- Execute Guardian Protocol Doctrine (GPD): drills, escalation trees, and continuity safeguards across daily operations.
- Coordinate with medical, biotechnical, and intelligence units to align protection, health, and foresight.
- Conduct pre-incident audits and red-team exercises; remediate gaps before exposure.
- Document chain-of-custody for people, materials, and data; preserve evidence of control without revealing methods.
